i think it is not necessary because there would be too less users for this DE-channel.
have a look at all the channels of pardus
to compare other ones which are for german people from other distros and how they've been in use look for #pclinuxos-de and for #linuxmintusers-de....

well so we hope that there will be a lot of chatters in #pardus-de
make an annoucement in all GERMAN-forums of Pardus AND if possible make it accesable via internet-browser... maybe all the other channels too?!
