I would burn the image again and would let the integrity of the CD with the installation examine.

If the integrity check is o.k. then try a new install.

If I understand correctly, you don't get the first screen where you can select the language with F2? 
My suggestion for this moment.
If your computer is able to start from USB, try to make a USB-version with this manual.
This also works for Pardus 2009.
In this way you can rule out the (maybe) problems with CD <> CD reader.
When this USB methode is working, it will put your GRUB in the wrong partition.
But you can correct this with the same USB (with the Ctrl+Alt+F1 methode) according to this manual chapter "With Pardus 2008.x CD"
I hope this will bring you a little bit further.

currently I haven't usb drive avaiable 

it's possible install 2008 version (I remember it works) and upgrade it?

Latest info on this subject from  Onur Küçük:

It seems only doing a "pisi up" will not be enough, since there are
many package name changes and some packages won't come with "up". Also
the repository is lacking some packages so some users my end up wih
packages not updated and not working properly.

 After the repository is completed I believe we can safely anonunce the
update method.

 We are preparing a script [1] and will finish it soon, if we see it
fit, it can be changed into another method (a gui maybe)
