1
  • rightclick and unlock widgets
  • pardus menu (the new one, not the classic)
  • rightclick on the program you want to add
  • add to panel
  • you can change the position with panel settings
  • lock widgets

2
  • rightclick and choose desktop settings
  • desktop activity - type: folder view
  • ...

Another option:
1. Right-click on desktop and Unlock Widgets.
2. Right-click and choose Desktop Settings > Desktop Activity - Type: Folder View > OK.
(if you get Folder View Settings, you don't have to change the above (2.) setting)
3. Drag-drop item from menu (any menu style) to your desktop.
4. Drag items on your desktop to the wanted position.
5. Right-click on desktop and Lock Widgets.

......... how can I create a non-KDE application on the desktop?
Right-click on desktop >  Create New > Link to ....

rightclick on the desktop, not on the panel. Or Alt+D or Alt+S. Or leftclick on this strange icon that appears on the top right (Plasma).

have a look at
2. Right-click and choose Desktop Settings > Desktop Activity - Type: Folder View > OK.

In other words: When you have "Folder View" you won't get "Desktop Settings" but only "Folder View Settings" Grin
