How do i setup text to speech software so as to make Okular read the  pdf document?
Is it possible to make the system read anything on the screen?

Install the package kdeaccessibility and You will find KMouth and Jovie.

You can configure Jovie in Systemcontrol > Accessibility

I've enabled jovie in system settings> Accessibility.
Added some voices from the espeak list in Talkers tab.
Played some text in clipboard. And it worked.
